What’s New in Florida Law
(Effective Jan. 1, 2026)
As we kick off the new year, several new Florida laws officially took effect. While this isn’t a comprehensive list, here are a few notable changes that may impact Florida residents and businesses:
Animal Cruelty Database (HB 255)
Dubbed "Dexter's Law," this legislation establishes harsher penalties for animal cruelty and requires the Florida Department of Law Enforcement to maintain a searchable database of those convicted of animal cruelty offenses. The law was named after Dexter, a shelter dog who was adopted and later found beheaded in Fort DeSoto Park.
Pet Insurance Coverage (HB 655)
Pet insurance is now officially classified as property insurance under Florida law. The changes include coverage for pet accidents and illnesses, along with new disclosure requirements. Pet insurance agents are now prohibited from misrepresenting wellness programs as insurance.
Breast Examinations for State Workers (SB 158)
State employees can now receive diagnostic and supplemental breast examinations without cost-sharing requirements under the state group insurance program.
Health Insurance Claims (SB 944)
Health insurers and HMOs now have just 12 months (down from 30 months) to submit claims to licensed psychologists for services provided on or after January 1, 2026.
Patient Refunds (SB 1808)
Healthcare practitioners must now refund patient overpayments within 30 days or face fines of up to $500.
